2. Declarations of Interest
To receive any Declarations of Interest in respect of items on this agenda as required by the Code of Conduct adopted by the Council.
Members are reminded that, in accordance with the Council’s Code of Conduct, they are required to declare any disclosable pecuniary interest or other registrable interests which have not already been declared in the Council’s Register of Interests. Members may however, also decide, in the interests of clarity and transparency, to declare at this point in the meeting, any such disclosable pecuniary interests which they have already declared on the Register, as well as any other registrable or other interests.
3. To approve the Minutes of the Planning meeting held on 7 May 2019.
4. Terms of Reference
The Terms of Reference were adopted by the Town Council on 23 April 2019. Subject to some additions regarding economic development these have been made in accordance with Council’s instruction and are presented to the committee for adoption.
5. Neighbourhood Plan
5.1 To note Steering Group minutes 15 May 2019
5.2 Update on appointment of new consultants following a resolution by both Melksham Town Council and Melksham Without Council on 13 May 2019 to seek new consultants to bring about the Neighbourhood Plan to Regulation 14 stage.
6. Melksham Campus
6.1 Notes of meeting held on 16 May 2019 following a resolution at the Planning meeting on 7 May to invite representatives from Wiltshire Council to a meeting with residents in Cedar Close to discuss their concerns.
6.2 Update from Wiltshire following the above meeting.
7. Notification of Appeal

10.3 Bank Street: To consider ‘No parking or loading/unloading at any time.
10.4 Bus Shelters: To note update from Mark Stansby following CATG meeting.
10.5 Gateway Signage: To note update following CATG meeting from Mark Stansby
10.6 Hazelwood Road: To consider request for a metro count, following feedback from residents the previous count being undertaken in the wrong location.
10.7 Union Street: To change the direction of one way traffic to assist in better traffic flow.
11. Proposed Diversion of Footpath 20 Melksham

12. The Parish Emergency Assistance Scheme
This scheme allows Wiltshire Council to provide equipment to local town and parish councils to enable them to refill salt bins or spread salt in known areas during periods of adverse weather. To consider submitting a request for the following:
• 25kg bags of salt
• Snow Warden’ tabards
13. Wiltshire Local Plan Review
Invitation to consultation event ‘Help Shape Wiltshire’s Plans 2036 on 12 June 2019. To nominate one councilor to attend along with the Town Clerk
14. Spatial Planning Update Briefing Note No 19-015.
Containing updates on Publication of Wiltshire Council’s latest Local Development Scheme, setting out the timescales for the Local Plan Review and Wiltshire Housing Site

15. Temporary Road Closures
Woodrow Road, Lower Woodrow, Forest Lane for carriageway works. This Order which previously came into operation on 21 March 2019 will now recommence on
22 May 2019 until 23 May 2019.
