EXTRA ORDINARY TOWN COUNCIL MEETING

Public Participation – To receive questions from members of the public.
In the exercise of Council functions. Members are reminded that the Council has a general duty to consider Crime & Disorder, Health & Safety, Human Rights and the need to conserve biodiversity. The Council also has a duty to tackle discrimination, provide equality of opportunity for all and foster good relations in the course of developing policies and delivery services under the public sector Equality Duty and Equality 2010.

2. DECLARATIONS OF INTEREST
To receive any Declarations of Interest in respect of items on this agenda as required by the Code of Conduct adopted by the Council.
Members are reminded that, in accordance with the Council’s Code of Conduct, they are required to declare any disclosable pecuniary interest or other registrable interests which have not already been declared in the Council’s Register of Interests. Members may however, also decide, in the interests of clarity and transparency, to declare at this point in the meeting, any such disclosable pecuniary interests which they have already declared on the Register, as well as any other registrable or other interests.
To confirm as a correct record the minutes of the Council held on 13 May 2019.
4. NEIGHBOURHOOD PLAN
a) Town Centre Policies
At the Town Council Meeting on 3 March 2019 it was resolved to instruct the Town Clerk to investigate what further information/policies were required and to forward these to an Extra Ordinary Town Council meeting for approval. At the Extra Ordinary Town Council Meeting on 23 April 2019 approval was given to appoint Nexus at a cost of £1200 to draw up town centre policies. These are presented to the Town Council for approval for inclusion in the Neighbourhood Plan.
b) A breakdown of expenditure to date (To Note)
c) Terms of Reference
Following the Economic Development & Planning Meeting on 28 May 2019 at which the Terms of Reference were adopted. The following recommendation was made by the Economic Development & Planning Committee to add the following delegated budget in order for the committee to complete the town centre visioning work.
4.2: Delegated authority to spend a sum not exceeding £10,000 from General Reserve for projects which the committee believes will support the economic development of the Town
