Public Participation – To receive questions from members of the public.

In the exercise of Council functions. Members are reminded that the Council has a general duty to consider Crime & Disorder, Health & Safety, Human Rights and the need to conserve biodiversity. The Council also has a duty to tackle discrimination, provide equality of opportunity for all and foster good relations in the course of developing policies and delivery services under the public sector Equality Duty and Equality 2010.

2. DECLRATIONS OF INTEREST

To receive any Declarations of Interest in respect of items on this agenda as required by the Code of Conduct adopted by the Council.

Members are reminded that, in accordance with the Council’s Code of Conduct, they are required to declare any disclosable pecuniary interest or other registrable interests which have not already been declared in the Council’s Register of Interests. Members may however, also decide, in the interests of clarity and transparency, to declare at this point in the meeting, any such disclosable pecuniary interests which they have already declared on the Register, as well as any other registrable or other interests.

3. MINUTES

To approve the minutes of the Asset Management Committee Meeting, held on
Monday, 1 April 2019.

4. ADOPTION OF THE TERMS OF REFERENCE FOR THE COMMITTEE

The Terms of Reference were adopted by the Town Council at the Extra-Ordinary Town Council meeting on 23 April 2019. Subject to some minor changes, these have been made in accordance with Council’s instruction and are presented to the committee for adoption.

5. ASSET TRANSFER

To note timetable of transfer of assets by Wiltshire Council to Melksham Town Council.


6. GRASS CUTTING

6.1 To consider what options can be taken given the lack of grass cutting
undertaken by Wiltshire Council’s contractors within the town

6.2 Contract issued by the Town Council in 2016 for a 3 Year contract from 2017-
2019 to cut the following areas: Methuen Play Area; Foresters Park Play
Area; St Michael’s Church Yard and Closed Church Yard.

To consider the way forward in relation to prospective contracts and
associated tender exercises regarding grass cutting within the town. Report
from the Acting Deputy Town Clerk to follow

7. FLORAL CONTRACT

Contract issued by the Town Council in 2016 for a 3 Year contract from 2017-2019 to
provide Summer and Winter Planting

To consider the way forward in relation to prospective contracts and associated tender exercises regarding floral decorations within the town.

8. BATH ROAD TOILETS

At a previous Asset Meeting on 1 April 2019 it was resolved to allocate £30,000 to re-open one cubicle at Bath Road Toilets. An officer’s report outlines options for councillors consideration to move forward with this resolution.


9. SPEED INDICATOR DEVICE

To consider report on condition of the Speed Indicator Device and recommend future action. Report from the Acting Deputy Town Clerk to follow
